Part of #6476. These plugins ship nothing but a prerequisite check skill (read-only: do the hook's tools resolve) and a user-invoked setup (miro has only setup): actionlint, autonomy, bash-format, biome-format, context-guard, desktop-notification, eol-normalizer, go-format, guardrails, markdown-format, powershell-format, rate-limit-guard, ruff-format, typos-format, miro.

The check skills share one shape, so one plugin is rewritten and measured first, following the per-plugin runbook (/playbooks:skill-authoring, reference/rewrite-a-plugin.md), and the measured wording is then applied to the rest. Each further plugin still gets its own cases and its own measured pass before its text changes; one PR per plugin.

  • Every plugin above has a merged PR, or is named here as left unchanged with the reason.

Needs a person

  • Approve the eval spend per plugin, and review each draft PR before it is marked ready.
