Start in judge-lib.sh at comment_only and the PASS reuse-key / blob-snapshot paths used by the test-judge scripts. Reproduce (a) a # inside a heredoc or triple-quoted string counting as a comment, (b) whitespace-collapsed reuse keys, and (c) a snapshot racing a file edit. For each of (a)(b)(c) either fix the logic or document it as an accepted limitation, and add a test that covers that case.

Close three low-severity edge cases in the test-judge scripts that were deferred from the review of #6305.
Context

a banda bshare a key. - (c) The blob snapshot taken at judge time can race an edit to the file.
