The issue names no existing files, so start by reading the repository's current Python entry points and any existing PySide6 code to find where a settings window would fit. Build a main window with a navigation layout and Save, Apply and Cancel actions, leaving settings logic out. Done means the window opens from the app, the sections are in place, and the three buttons have baseline behavior. The navigation structure is left to the implementer, so agree on it with the maintainer before building.
