Agents are unable to file issues if project auth account is different than targeted repository

In my case, I have a project with a repository that I am using for a project, and analysis from this project is used to file issues in other repositories. However, the auth required to file those issues is from a different account than the project account. Both accounts are logged in and available. The agent, however, is unable to correctly authenticate because it is unable to use anything except the GH_TOKEN from the project account. It is also unable to be convinced that it should just use the gh tools.

This is extraordinarily frustrating. The CLI has no such issues
