tests/tasks/test_stuck_runs.py::test_a_silent_model_gets_stuck_and_cancel_ends_the_run failed once on the Windows engine tests of PR #406 (assert 0 == 1). That PR doesn't touch stuck-run handling, and the test passed 3 times out of 3 locally. It looks timing-dependent on the slower Windows runner.
Per the flaky-test policy in docs/DEVELOPING.md: find the timing assumption, then fix it or mark the test @pytest.mark.flaky(reruns=2) with a link to this issue.
