The issue describes static files included with @ being counted as skills in the Context usage breakdown when sent from eca-emacs. Start by tracing how the breakdown classifies context items and how @-included files enter the prompt. Done when those files count as system prompt content instead of skills, and the breakdown reflects that for a large file in a new chat.

Describe the bug

My Context usage showed 300k token as skills. Those were Static Files (included with @) which were counted as Skills.

To Reproduce

Steps to reproduce the behavior:

  1. Open a new chat in eca-emacs
  2. Include a LARGE file in the first message with @
  3. send the message
