CMake RN enhancement Ferric 🦀

For rapid iteration and especially for app projects implementing Node-API addons, it would be neat if the Xcode or Gradle project of the app would not only drive the linking of addons into the app, but also the build of the addons themselves.

This would require packages to declare how to build their addons more explicitly.
