Title says it all.

One note: performance be really terrible if the implementation does not use of the ability to use Clone on Hash.

Second note: this algorithm probably doesn't see the use it deserves, but NIST are in the process of providing some new parameters which require a dropping in the maximum number of signatures but provide smaller signatures and higher performance, so we can expect "renewed interest" in the coming year.

Note: bc-rust is different to bc-java, this work will need to be based off feature/0.1.4alpha - not main!
