Start by locating the tests that depend on extra test data and how the project runs mutant testing; the issue does not name specific files or commands. Identify how missing data currently affects test startup, then consider where a setting could skip the extra tests while keeping ordinary builds from silently running only a partial suite. Done when missing data fails fast and mutant testing can opt out of those tests.

Title says it all. The property is required as otherwise mutant testing will take definitely days, probably weeks... We should avoid shipping a build which only partially tests for people that are cloning the repo though.
