The payload names no source files. Start by searching the Rust codebase for the string "failed to retrieve governance settings" to find where the error is raised and how governance settings are fetched and used to disable MCP and web tools. Reproducing needs a macOS account with governance settings, which the issue does not describe. Done means the CLI starts with MCP and tools enabled, or the error is explained as expected behaviour for that account.

While the Kiro itself working on Kiro IDE tool but Cli throwing the error.

I open the terminal , type Kiro-cli command and it throws the error .I'm getting the following error:
failed to retrieve governance settings - MCP and web tools disabled
After that, any command I try fails with a "failure dispatch" error.
