Problem

Inbox rows show triage suggestions as passive pills: "Suggest Do:Review", "Suggest Untrusted:Review", "Suggest done", "Suggest mute", "Closed or merged", "Worth a look". To act on one, the operator has to hunt for the matching control (Done, the overflow menu, or the PR tab for Untrusted:Review), so the suggestion is not actionable where it is shown (DECISION_VIEW in client/src/components/github/githubTriageLabels.js, rendered by NotificationRow in GitHubInboxTab.jsx).

Decision

A suggestion pill becomes a button that performs its suggestion. Purely informational decisions stay pills.

  • When the lane behind a button is refused (for example a Private account with agents off), the button is disabled and shows the existing AGENT_REFUSED_LABELS reason. It is not hidden.
  • Resolve with agent here uses the lane selection from #13191.
  • Each button keeps the text label (not color alone) and is a real <button> with at least 36px height, matching the row's other actions.
  • Acting from a suggestion goes through applyNotificationAction, so it is logged and, for done/mute, teaches the learned rule exactly as the plain buttons do.

  • client/src/components/github/GitHubInboxTab.test.jsx (or the page test)

Acceptance criteria

  • Clicking "Mark done" on a suggest-done row issues the done action and removes the row from Needs you.
  • Clicking "Untrusted:Review" on a suggest-untrusted-review row calls the resolve route. When the plan is refused, the button renders disabled with the reason.
  • Informational decisions still render as non-interactive pills.

model:light / effort:medium: a mechanical client mapping over existing actions; medium effort for the refused/disabled states and the test matrix.
