Start by reproducing the issue in NetBeans 31: dock Evaluate Expression and Variables together, run a project, then use Ctrl-F and Ctrl-Enter as described. The payload names no source files or tests, so locate the debugger UI code handling the Evaluate Expression action and panel focus. Done means Ctrl-Enter switches to Variables when both panels share a dock container.
