The payload names no files, so start by searching the codebase for the tank wall step and its undo logic, and find where the refund for a wall type is computed. Compare the improved build's path with the 1:1 build's path, which already refunds the purchase cost. Done when undoing a wall step that made a free copy refunds nothing in the improved build, while the 1:1 build still refunds the full cost. Confirm with a test or by reproducing the private spec placing 8 scenario.

In the original, a tank wall copied for free by the wall step (when a tank's wall moves to its side on a line shared with another tank) gives back the full purchase cost of its type when the step is undone, so undoing a wall step can earn money (private spec placing 8). The 1:1 build keeps this. The improved build should give back only what was paid.
Done when the improved build refunds nothing for a free wall copy on undo, and the 1:1 build still refunds the purchase cost.
