Start by tracing the match manager's handling of the FieldInfo and MatchConfiguration packets and how manually started bots become ready. Reproduce the delay, then verify that a bot can connect immediately after both packets are received; linked pull request #163 indicates work is already underway.

When you start a match with a bot that is started manually, you must wait for ~1-3 seconds before starting that bot for core to recognize it as ready. You should be able to connect with the bot immediately after the match manager has received the FieldInfo and MatchConfiguration packets.
