Rule. HTML must be well formed; Chrome warns when the parser has to close an element itself:

An <input> tag was parsed within an open <select> tag which caused a </select> end tag to automatically be inserted.
Please add the missing </select> end tag, since this behavior may change in future versions of this browser,
possibly causing breakage on this page.

(console warning from system/assets/jquery-1.7.1.min.js:3, when jQuery parses the dialog HTML).

Place. system/wymeditor/plugins/image_upload/jquery.wymeditor.image_upload.js:67-72 (upstream/main d97ab7b):
the size select of the dialog is never closed:

This plugin file is maintained in Hypha (last changed in bc79e22, "Show errors in wymeditor image upload plugin").

Evidence. Member edits a text page (WYMeditor) and clicks the image button: the warning above, desktop and phone,
PHP 8.2 and 8.5.

Fix. Add '</select>' + after the last option.

A pull request with the fix follows (commit "wymeditor: Close the size select of the image upload dialog"),
tested on PHP 8.2 and 8.5 with a browser test that clicks the image button and reads the console (fails on main,
passes on the branch).

Related: #437 (outdated bundled WYMeditor and jQuery) and #520 (replacing WYMeditor); this is a one-line fix that is
useful until then.

Found by a crawl of every page type with Chrome, reading the console and the Issues panel, as visitor, member and administrator, on desktop and phone.
