The log lines come from the wireless_gateway_manager module, which runs a per-cycle scan and an STA cleanup step that calls uci. Start by finding where the scan decides there are no radios and where the STA-section lookup runs, then check how a missing /etc/config/wireless is handled. Done means a radio-less router logs one INFO line and skips the repeated ERRO/WARN pair, while radio-equipped routers behave as before.

Found by the vlab QEMU installer-e2e lane (OpenWrt 24.10.1 x86_64 VM — Ethernet only, no wireless config at all; tollgate-wrt 0.6.0_rc1_pre26-r1, build v0.6.0-rc1-g4614ac2).

After a successful installer deploy, a radio-less router logs this pair on every scan cycle:

daemon.err tollgate-wrt[...]: WARN ... Failed to cleanup stale STAs before switch  error="failed to get STA sections for cleanup: exit status 1" module=wireless_gateway_manager
daemon.err tollgate-wrt[...]: WARN ... Scan failed, retrying next cycle  error="no radios found" module=wireless_gateway_manager

The service is otherwise fully healthy (all runbook §4 checks pass; kind-10021 ad serving, sessions would work on wired clients). But on x86/VM targets this is permanent log spam at daemon.err level, and uci: Entry not found from the STA cleanup reads like a defect rather than the expected "this box has no /etc/config/wireless" steady state.

Suggestion: detect the no-radio/no-wireless-config case once and treat it as a supported state: log a single INFO ("no radios present; wireless gateway manager idle") and skip the per-cycle scan attempts, or at least demote the ERRO/WARN pair. Low severity — log hygiene on x86/VM deployments, which the release club's QEMU lane now exercises routinely.
