The Z21 app has two ways to export stuff.
There is a "whole layout" export which creates a .z21 file.
MyLayout.zip
And then there is a "loco" export which creates a .z21loco file.
Loco_BB1116Railjet.zip
From what I can tell at first glance it looks like the loco export is just a subset of the entire layout, the .sqlite file inside the archive has the same structure in both.
