Reproduce the reported SIGILL on an EPYC 7713P without AVX-512, then verify CPU selection avoids unsupported instructions while preserving behavior on AVX-512-capable hosts.

I've built openblas as part of milvus on an AVX-512 capable host.
A crash occured during one of openblas usages.
I've fixed this by:
setting baseline to HASWELL
and patching the dynamic capability discovery:
