Descrizione
Given that disabling annotation_typing was the key to fixing https://github.com/NVIDIA/cuda-python/pull/2634, and now we see that annotation typing may be the source of real bugs (https://github.com/NVIDIA/cuda-python/pull/2893), maybe we should consider disabling annotation_typing globally across the codebase and fixing what breaks, because it seems like a saner/safer default.
