docs/design/phase2-numbers.md on phase2-numbers (tip 4ac31e67) restates counts in its §6 prose that its own table and the inventory contradict:

line 1324: "230 numeric builtins" 231 (registered=312 numeric=231 classified=231)
line 1326: "51 other" 52 (classes: ... other=52; num_type joined as other)
line 1331: "42 are LOSS" 36 (LOSS (36))
line 1335: "bitwise: the six bit_*, sign_extend, hex" the six bit_* rows are marked - (their loss closed in R1.5, N8); only sign_extend and hex are LOSS

The paragraph says the counts are "checked by tools/phase2_inventory.py, which prints them". The script prints the right numbers, but nothing compares them with the prose, so the prose drifted while the gate stayed green.
