Bug Description

With a full clone of upstream v1.8.11 in $CLONE and a vendored consumer in $PROJECT:

The clone's bin/fw, called explicitly, re-routes to $PROJECT/.agentic-framework (_fw_reexec_authority, bin/fw:414), then lib/upgrade.sh sees source and target as the same and switches to the bare-call path. FW_ROUTED_FROM plays no part (same result with env -u FW_ROUTED_FROM). The message speaks of a bare call although the call named another framework.

Steps to Reproduce
  1. git clone https://github.com/DimitriGeelen/agentic-engineering-framework.git "$CLONE" && git -C "$CLONE" checkout v1.8.11
  2. cd "$PROJECT" && "$CLONE/bin/fw" upgrade "$PROJECT" --dry-run
  3. Compare with cd "$CLONE" && bin/fw upgrade "$PROJECT" --dry-run, and with the env FRAMEWORK_ROOT=... PROJECT_ROOT=... form from $PROJECT.
Expected Behavior

A bin/fw invoked by a path that is not the project's copy runs itself, at least for upgrade, whose whole purpose is to apply another framework to the project. Failing that, a clear message: "call re-routed to the project's copy; run from the clone's directory or set FRAMEWORK_ROOT".

Actual Behavior

The operator believes one framework version is running; another runs, and the message ("Bare-from-consumer detected") points the wrong way. Remedy 3 of the upgrade error message contains the cd, but nothing says it is required.

Also found independently by another consumer project on the same host; its reproduction was re-run here on 1.8.11. The env FRAMEWORK_ROOT=... PROJECT_ROOT=... form is how this project upgraded from 1.8.6 to 1.8.11 on 2026-10-18.
