Start by tracing the /review command and the agent-creation flow, then inspect how project and sub-agent scope is selected. Done means review agents consistently stay within the intended project as sub-agents and no agent is created on a different project.

When I use the /review command, Codex creates new agents to perform the review.

I think those should be created as sub-agents but instead they are created on project level. One time it even created an agent on a different project.

What should the normal behavior be? I'll try to tackle it later in the day.
