Read docs/repeating-plans.md, the “Time zones” section of docs/repeating-plans-design.md, and CONTRIBUTING’s dependency process. First resolve the maintainer decision on whether to add a time zone database dependency and which one; the issue says implementation waits for that decision. Then update B4 and add dependency tests in a small PR; done means the dependency and its tests land before repeating-plan changes.

Descrizione
Split out of #363 so that issue can close. Phases 1 and 2 of repeating plans are built (#438, #446, #452, #455, #468, #480). This is the one piece left.
The problem. A repeating plan's start is worked out from the owner's saved UTC offset (B2), copied in when the cadence is set. When daylight saving time changes, a 9 am check-in in Chicago becomes 8 am until the owner sets the cadence again. docs/repeating-plans.md says so today.
The design (docs/repeating-plans-design.md, "Time zones"):
- Add a time zone database dependency (for example
jiffwith its bundled tzdb, orchrono-tz), used only to work out repeat starts. - A series keeps its owner's IANA zone.
person_clocksalready storestime_zone. - A local time in the spring-forward gap starts at the first valid minute after it. A local time that happens twice starts once, at the earlier one.
- Per CONTRIBUTING, the dependency lands first in its own small PR, with B4 updated and its own tests.
Needs a maintainer's decision: whether to add the dependency, and which one. Nothing will be built until then.
