Bug Description

The "Dead Issues" and "Zombie PRs" tabs on the Governance page hard-cap results to the first 25 items using .slice(0, 25), with no pagination or way to view items beyond that limit. Organizations with more than 25 dead issues or zombie PRs will have the remaining data permanently hidden from the user.

Steps to Reproduce
  1. Go to the Governance page for an organization with 25+ dead issues
    or zombie PRs
  2. Click the Run Audit Button
  3. Open the "Dead Issues" or "Zombie PRs" tab
  4. Notice only 25 rows are shown, with no page controls or way to see more, even though the tab count badge may show a higher number
