Research direction

Start by tracing the CLI's stack provisioning entry point and the configuration schemas that still select Clique, then inspect how the Besu and Geth images are specified. Done means provisioning uses QBFT-compatible schemas and supports the latest Besu and Geth images without the existing Clique configuration.

Description

Clique has been removed from the latest versions of Besu and Geth but is still used when provisioning a stack with the CLI. This is blocking us from moving to the latest Besu and Geth images.

We should move to using QBFT. This will require extensive changes to the config schemas.
