docs: separate Request / Response objects for API documentation

We would like to separate Request and Response messages into their own categories in the Cloud RAD documentation. However, the current signatures / generated code do not have a way to reliably do this.
Once https://github.com/googleapis/gapic-generator-php/pull/524 is rolled out, we can use the new descriptors and use them to separate out the Request / Response objects.
