07-first-workflow is the highest-dropout step in the latest simulation run (21.1% conditional dropout among 22,226 at-risk runs; 95% MC interval 20.6%–21.7%). 3,974 of this step's failures are tagged copilot-access-missing — learners whose selected billing method (organization centralized billing vs. personal billing with COPILOT_GITHUB_TOKEN) does not match their permissions:/secret configuration, which then surfaces as a hard failure one step later at Step 8.
The content that explains both billing paths (side-quest-07d-billing-paths.md) is correct and complete, but it is reached only through an optional-feeling side-quest link from 07d-confirm-model-access.md. A learner can tick the Step 7d checkpoint box ("I chose a billing path") without ever opening the side quest that tells them how to actually apply it, recompile, and commit.
