The root plugin.json is the Agent Plugins 1.0.0 manifest; .claude-plugin/plugin.json next to it is for Claude Code. Copilot gets the orrery skill (skills/orrery/SKILL.md), whose bundled Node.js CLI runs with no install step. vally lint passes locally (spec-compliance and valid-refs).
