Research direction

Start with test/helpers/touchfiles-data.ts and trace how bun run eval:select maps changed files to cases. Check how skill directories and paid cases are represented, then compare the selection for a template-only change with the expected behavior: the owning skill's cases, or none if it has no paid case.

Description

Found by the /ship review of #3473 (deferred under the crew's review-convergence rule: neighbouring code, not fixed in that PR).

test/helpers/touchfiles-data.ts has no mapping for captain/templates/*.md (and, more generally, for a skill's templates/ directory), so bun run eval:select falls back to the full gate (139 behaviors + 24 judges) for a PR that only touches templates.

Expected: a templates-only change selects the owning skill's own cases, or none when the skill has no paid case.
