Piste de recherche

Start by reviewing existing readers in pvlib.iotools and the DWD dataset descriptions linked in the issue. Implement the reader for the SOLAR and TU products, handling timestamps, units, missing values, quality levels, and station metadata as specified; add synthetic test files for both formats. Done when the requested data and metadata are returned correctly and the tests cover these behaviors.

Is your feature request related to a problem? Please describe.

The German Weather Service (DWD) publishes 10-minute measurements from about 200 stations through its Climate Data Center as open data (CC BY 4.0): global, diffuse and long-wave irradiance, sunshine duration, air temperature, humidity, pressure and dew point, with records back to 1989. Reading them correctly takes a few non-obvious steps: irradiance is given in J/cm² summed over the preceding 10 minutes, time stamps are MEZ (UTC+1) before 2000 and UTC afterwards, missing values are −999, and data and station metadata come in per-station zip files. pvlib has readers for several US networks and BSRN, but none for a European national network.

Describe the solution you'd like

A pvlib.iotools.read_dwd_10min(filename, map_variables=True) that reads a CDC zip (or the extracted produkt_zehn_min_*.txt) for the solar (SOLAR) and air temperature (TU) products and returns (data, metadata):

  • a UTC DatetimeIndex, labelled at the end of each 10-minute interval as in the source, documented in the docstring;
  • irradiance converted to W/m² and mapped to ghi, dhi, lwd; temp_air, relative_humidity, pressure (Pa), temp_dew; −999 as NaN; the quality level QN kept;
  • station id, name, latitude, longitude and elevation in metadata.

Optionally a get_dwd_10min(station_id, product, period) that downloads from opendata.dwd.de (historical, recent or now). I would be glad to implement this with small synthetic test files if it fits the scope of iotools.

Describe alternatives you've considered

Users write their own parsers; existing third-party packages that wrap the DWD open data are general-purpose download clients and do not return pvlib variable names, units or interval conventions.

Additional context

Format and units are described in DWD's dataset descriptions, e.g. opendata.dwd.de/climate_environment/CDC/observations_germany/climate/10_minutes/solar/DESCRIPTION_obsgermany_climate_10min_solar_en.pdf (and the same for air_temperature).
