Cannot start the Storage emulator without rules file specified in firebase.json: run 'firebase init' and set up your Storage configuration

Start with the firebase.json configuration shown in the issue and the firebase emulators:start output, then compare the emulator setup with the Storage configuration expected by the Firebase CLI. Reproduce the startup failure and verify that the configured emulator set starts successfully without the reported Storage error.

I am having issue to start to Firebase Emulator UI. Firebase initialization complete! code appears but I face with a problem when try to start the emulators.
