Research direction

The issue does not name a file, test, or entry point. Start by tracing the UCS2 data_coding 8 conversion and the iconv handling, then compare how UCS2 and UTF16-be are treated; done means documenting the confirmed difference and its effect on SMPP encoding behavior.

Written by the indexing model from the issue text.

Description

I noticed that the conversion that is done through the UCS2 data_coding 8 lib is not done by iconv for UCS2 but for UTF16-be, I would like to know if there is any difference in the use of the two encodings.
