Research direction

No file or test is named. Start by locating the configlet lint entry point and existing lint checks, then inspect how concepts.slug and exercises.concept[].concepts are represented. Confirm whether a missing match should be a warning or an error before adding the rule and coverage for both matching and missing slugs.

Description

From #261:

should configlet lint complain if a concepts.slugvalue does not exist in any exercises.concept[].concepts array?

I don't think it should error, but I could definitely see it being a warning.
