[v3] Implement new Concept Exercise: anonymous-functions

Create the listed files under languages/clojure/exercises/concept/anonymous-functions, covering the stated learning objectives and prerequisites; done means the exercise, tests, metadata, and documentation are present without representer or analyzer changes.

This issue describes how to implement the anonymous-functions concept exercise for the Clojure track.
