Current gap: Both workflows assemble an issue body and decide whether to open, edit or close it in inline shell and Python, so a mistake only shows on the next Monday run.
Suggested approach: Move the body building into scripts/ functions with tests and call them from the workflows.
Done when: the body text and the open/edit/close decision are covered by tests.
