The payload names no source files, so start by locating where the CLI parses the run subcommand and its --filter option. Check how top-level flags are handled before a subcommand, and whether a subcommand's flags can be read at the top level. Done means vp --filter backend run dev behaves the same as vp run --filter backend dev, with the existing ordering still working.

Description
I keep accidentally running vp --filter backend run dev, but viteplus refuses to accept --filter before run. pnpm is fine with this ordering of arguments.
Suggested solution
Accept --filter and other args before the specific command to run, instead of only after.
