Then trace the static-file serving entry point and its tests. Done means .vtt gets text/vtt, HEAD reports the GET length, and full GET responses advertise byte ranges.

Version: 0.45.0
What happens: a file under public/ named c.vtt answers Content-Type: application/octet-stream with X-Content-Type-Options: nosniff. WebVTT's type is text/vtt, and video.tracks depends on these files. Chrome and WebKit still parsed the cues in our test; Firefox and Safari were not tested. Separately, HEAD on a static file answers content-length: 0 where GET gives the real length, and a full GET of an mp4 sends no Accept-Ranges although a Range request correctly answers 206.
Repro: put any .vtt in public/, run sovrium start app.yaml, then curl -I localhost:3000/c.vtt. Measured on the local server; production headers were not measured.
Expected: text/vtt, a truthful HEAD length, and Accept-Ranges: bytes.
Workaround: none in config.
