Describe the bug
在 Windows 环境下，若用户使用 PPPoE 宽带拨号 联网，开启 Reqable 的「系统代理」后，所有系统流量依然直接直连，Reqable 无法捕获任何数据包。
经排查，原因是 Reqable 在设置 Windows 系统代理时，仅修改了局域网（LAN / DefaultConnectionSettings）的代理配置；而 Windows 机制将以太网与拨号连接（PPPoE）的代理栈完全隔离（存储于 HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\<拨号连接名>），Reqable 未枚举并同步配置当前活动的拨号连接。
To Reproduce
Steps to reproduce the behavior:
- 电脑通过 Windows 系统的「宽带连接」（PPPoE 拨号）连接互联网。
- 启动 Reqable，点击顶部工具栏的「系统代理」启用代理。
- 打开 Edge 或 Chrome（系统代理模式）访问任意网页。
- 查看 Reqable 列表，没有任何浏览器的 HTTP/HTTPS 请求被捕获；检查系统设置发现拨号连接下的代理开关依然是关闭状态。
Expected behavior
启用系统代理时，除了设置默认局域网（LAN）代理之外，建议通过 rasapi32.dll 的 RasEnumEntriesW / RasEnumConnectionsW 枚举当前所有拨号/VPN 连接，并通过 InternetSetOptionW 同步将代理配置写入活动连接中（类似开源 sysproxy 的处理方式），使 PPPoE 拨号用户也能一键捕获系统流量。
