Problem

The work-loop admission gate (labeler precondition plus label-provenance) accepts an agent-ready / work-class: label as admission evidence when someone allowed to grant admission applied it. A local lane's intake sweep runs as the lane's gh identity, which for local lanes is usually the operator (admin). So labels the lane applies itself during triage count as admission evidence.

Issue text that steers the autonomous triage sweep into applying agent-ready plus work-class: mechanical therefore leads label-provenance to return admitted: true, and /work-items:work builds and pushes the item. Barring the sweep from writing work-class: labels is only opt-in, through the launch prompt.

This path existed before #7009. The new gate shuts out triage-role humans but cannot tell the lane's own decision apart from a human's.

Fix

Pick one:

  • label-provenance refuses a work-class: or agent-ready label whose latest labeler is the lane's own write identity. A separate trusted identity, or a human, must apply it.
  • The intake sweep defaults to never writing work-class: or agent-ready, and routes its proposal to human attention.

Done when

  • A label the lane applied itself can never admit an item, by default.
  • A test or eval covers the self-labeled case.
