The issue links two failing Windows jobs in the GitHub Actions run (conda-forge with MKL and with OpenBLAS) but does not include the error output, so start by opening those job logs to find the first failing test or install step. Reproducing it means creating a conda-forge environment on Windows with the same BLAS backend and running the project's test suite. Done means both jobs pass on the CI, which probably needs a maintainer's view of the environment changes.
