Start by reading the --verify runner path and how it resolves locked actions against GitHub.com; the issue does not name a file or test. Determine whether the GHE.com Actions service can provide the needed verification data, and define done as verification succeeding when the runner cannot access the GitHub.com API. GitHub actions (like actions/checkout) are fetched from GitHub to GHE by the GHE.com Actions service. Actions lock (rightfully) locks against the original GitHub.com action:

When executing a --verify on the runner however, the step fails as the specific runner has no access to the GitHub.com API, but only to our GHE tenant. This is defined in a firewall that I cannot access.
Is it possible to have actions-lock automatically proxy/fallback (or clone locally via) the GHE.com Actions service instead of querying GitHub.com directly?
