The payload names no source files, so start by locating the tiling code in the Forge extension's JavaScript that places a new window into a workspace that already has a maximized window. Reproduce the case by maximizing one window, then tiling a second window onto the same workspace. Done means the maximized window is restored to tiled size when a new window is tiled alongside it. Confirm the behaviour with the maintainers first, since the issue has no comments.

This is a better behavior to have since users are probably tiling another window(s) in the same workspace as a maximized window, just to be able to have them be tiled alongside.
