Start with the messaging-channel code and its channel tests, which use a fake Telegram API; also read #385 for the owner-only reply requirement. Test the /model Local only flow when the switch is off: it should ask for confirmation, and the owner's yes should enable both in one save.

Descripción
Follow-up to #335 / #428. In the desktop, picking the Local only preset while the switch is off now asks "Turn on Local only too?", and confirming turns both on in one save. In Telegram, Discord or WhatsApp, /model Local only switches the models but leaves the switch alone, because there's no confirmation step there.
Fix: reply with a short question ("Turn on Local only too, so nothing leaves this computer? Reply /model Local only yes"), and on yes do what the desktop does. Only the chat's owner can answer (#385).
Done when: tested with the fake Telegram API used by the channel tests.
