Currently, we don't have a good way for users to upgrade the driver versions in dbc.lock. For example, if a user specifies "sqlite" with no version constraint,

$ cat dbc.toml
[drivers]
[drivers.sqlite]

Running dbc sync gives them the latest version of the driver and locks them to the latest version available at the time they ran the command,

$ cat dbc.lock
# This file is automatically @generated by dbc. Not intended for manual editing
version = 1

[[drivers]]
name = 'sqlite'
version = '1.8.0'
platform = 'macos_arm64'
checksum = '3c495f66d393befbcd1b36fb5fbd9dc41b381e98c4b385680037e14eddb1a5f2'

Right now, if we were to release sqlite 1.9.0, a user would have to remove their dbc.lock to upgrade the lockfile to be locked to it. This is a bit too nuclear IMO and adding a way to upgrade a lockfile without wholesale replacing it would be good.

Some possible ideas for the command,

1 dbc update
2. dbc sync --update

The new subcommand or flag would still respect any version constraints in dbc.toml.
