Start by reading the file-filtering and markup-handling code and its tests; the issue gives installer/windows/license.rtf as a concrete example where codespell changed markup. Clarify whether RTF files should be skipped entirely or only their markup excluded, then add coverage for the chosen behavior. Done means codespell no longer changes markup such as \pard to part.

happened to me in https://github.com/PintaProject/Pinta/pull/258#issuecomment-1571047402 that codespell "fixed" an .rtf file
