area:psmux needs-design P4

psmux's PSMUX_BARE_ENV=1 (its escape hatch for CreateProcessW err 87 on bloated Windows environments, psmux#167) env_clears every pane child and repopulates from a 14-name allowlist. That deletes BMAD_LOOP_STATE_DIR and the LOCALAPPDATA its default cascade falls back to, so any pane shell that runs bmad-loop derives a different state root — and with it a different psmux registry — and reads live sessions as gone.

#537 declares the mode unsupported: coding-CLI windows still work (their env rides the in-source -EncodedCommand prelude, applied after the clear), and the psmux backend warns once per process when the switch is on. What does NOT survive is inheritance into a session's window-0 shell and the TUI's parked engine windows.

Supporting it means an env transport on the session- and parked-window verbs. That was attempted on #537 across five review rounds and cut: widening the released signatures breaks out-of-tree backends (TypeError), signature-probing around that misbinds (a trailing default swallowed the env dict), and a delegation layer with concrete env-taking entries bypasses subclass overrides of the released verbs and turns same-named helpers into accidental capability declarations. A workable design likely needs a new, differently-named verb pair introduced as an explicit opt-in contract revision — a seam version bump, not a compatibility shim.

Facts to build on, all source-read at psmux v3.3.8 and measured on #537: the mode's predicate is "1"/case-insensitive "true" in the SERVER's env (pane.rs:890); new-session -e pairs are merged into the session env before the first pane spawns and applied after the clear (server/mod.rs:1023, pane.rs), so -e is a working transport for window 0; a -e create never claims a warm server (main.rs, env_vars.is_empty()), so such mints are always cold starts; and an in-source $env: prelude survives the mode.

Related: #537 (per-project registry root; the warning), the ambient-PSMUX_DATA_DIR design issue drafted alongside it.
