Describe the bug

In a right-to-left page (or with Dir="BitDir.Rtl"), the labels a BitChart draws in its SVG are anchored on the wrong side. The value labels of a y axis at the left grow to the right, into the plot, over the data; at the right they grow to the left, into the plot too. The longer the label (e.g. 40,000 million in Persian), the more of the plot it covers.

Cause

The renderer lays every <text> out for left-to-right text: the y axis's values get text-anchor="end" at the axis, the tick labels of a right axis start, and so on. But SVG text inherits the CSS direction of the page, and in a right-to-left one end is the left edge of the text and start its right edge, so each such label is drawn on the other side of its anchor. The chart has no right-to-left handling for the SVG (its scss handles the HTML parts around the plot only), so this reaches every anchored label.

Steps to reproduce
  1. A page with dir="rtl" (or a chart with Dir="BitDir.Rtl").
  2. A line chart whose y ticks have a long label, e.g. Ticks = new() { Callback = (v, _) => $"{v:N0} میلیون" }.
  3. The labels start at the axis and run over the plot instead of ending at it.
Expected behavior

The labels sit beside the axis on the side the renderer measured them for, in either direction, while each label's own words keep their order (a Persian or Arabic label still reads right to left).
