[Bug]: Allow Deletion of site without deletion of Files

The payload names no source files, and this repository is the community issue tracker for a closed-source Windows app, so the code is not here. Start by reproducing on Windows: add a site whose directory is a parent of another site's directory, then remove the site and check whether its folder is deleted. Done means removing a site leaves the directory on disk, with the delete-files behaviour tied to an explicit choice. Expect maintainer-side work, so ask before starting.

Bug description
I wanted to delete an orphan site that just pointed to a directory.
RenderServer
C:\Development\github\RenderServer
I had another app / site that pointed to a subdir
RenderServer2
C:\Development\github\RenderServer\RenderServer
I wanted to delete RenderServer which did not have any files but existed in the list of sites. This was to reduce confusion.
I delted it in the app, however Herd attempted to delete all files also. It should be possible to delete a site / app from herd without it deleting all files, there are lots of reasons a user may wish to not delete files.
