Compare the supported regions with eusc-de-east-1, then validate the release/publishing path and update the documentation. Done means the layers are published for that region and the docs provide the correct ARNs.

Expected Behaviour
We are currently test driving the eusc-de-east-1 region and can't use the powertools as the docs are missing the proper layer arns. Please add them.
