Why it matters

A well-filled "New source" issue still cannot become an entry without a second round trip, because the form skips the one fact the catalog treats as non-negotiable. The issue chooser also hides the two things CONTRIBUTING advertises as the easiest first contribution and as the security path.

Evidence (at 69387df)

  • .github/ISSUE_TEMPLATE/new-source.yml:41-47 asks only for the licence short name ("Do not guess"); there is no Evidence field. The Correction form (correction.yml:35-41) does require "Short quote from the live page... plus the date you checked", and CONTRIBUTING.md:35,62 make the dated quote the one rule.
  • No field for attribution required or the credit line, although attribution_required and attribution_string are mandatory frontmatter (CONTRIBUTING.md:48-49).
  • No "I publish this source" checkbox, although CONTRIBUTING.md:84-86 sets a distinct policy for publishers and PULL_REQUEST_TEMPLATE.md:17 asks for it on PRs.
  • ISSUE_TEMPLATE/config.yml has no link to the monthly "Re-verify batch" issues (CONTRIBUTING.md:77-82) and no link to private vulnerability reporting (SECURITY.md).

Suggested approach

Add to new-source.yml: a required textarea "Licence quote and date", a dropdown "Credit required? yes / no / publisher waives it / unclear", an input "Credit line as the source words it", and a checkbox "I am the publisher of this source". Add two contact_links to config.yml. Consider npm run new-entry -- --from-issue N to scaffold an entry from a complete issue.

Done when

A complete "New source" issue carries every fact the validator needs, in the catalog's own words; the issue chooser points to the re-verify batches and to private reporting.
